My super red is very sick.

Hi! My super red is sufering from raise scale,curl gills and fin rot.My tank is L5xW2xH2.5.uv and heater is install and the water is change regularly. I have test for amonia no2 and no3 and all is ok.I have try commecial medication from aquapharm and 1% salt and it doesn"t help.I have send my fish to my local supplier for treatment but after 3 days it seems to have not improve. Plis give me some advise
