Hi,
First of all, you have to knock the fish out using any commercial Tranquilizer like Transmore(the one I have been using). The fish should be tranquilized until she is flat on the tank but still breathing and moving a little.
And, cut off at the affected area(at equal length/distance) and AVOID cutting right at the root of the feelers.
You should use a pair of surgical scissors.
Once done put the fish back to her tank and she should come around in a few minutes.
Also, do not add the Tranquilizer directly into the tank. You may catch the fish up with a plastic if she is small(DO NOT use net to catch the arowana as it will definitely damage the scales or fins)
