Chong,
Bacteria, parasite, protozoan, etc., requires a certain zap dosage from the UV light to be "Killed". The slower the flow rate, the more time they will be exposed to the UV radiation, and, thus, will receive a higher zap dosage. Obviously, the TOTAL volume of your tank water will need to go thru the UV light at least twice a day in order for it to be 100% effective. Note: The flow rate of 300 gph in a 100 gal tank doesn't mean that the TOTAL volume of water had go thru the light three time.
Before you buy, I would suggest you to call the manufacture to ask them what size of light do you need for your tank to kill a certain type of bacteria or parasites.
I've been using UV light for at least 7 years and have experienced no leakage. You do need to change the seal ring once a year. Of course, you do have to turn off the light when you do the maintenance.
