Alfred,
1) Are the fins(all fins) truely red color at this size?
2) Off the aquarium lights, do you see pure orange or yellowish orange or something worse than that?
3) Any prominent slit-like markings on the underside of the lower jaw?
If all the above are possible, then your chilli will definitely turn red, just a matter of time.
