Yes, the standard recommendation is 6.0 to 7.0 as this is the PH at arowanas' natural habitat but if might want to try 5.5 to 6.0 and see red color will improve.
No, in fact you can try 5.5 to 6.0 for golden as well, you will see a more enhanced golden color too.
But be careful or any PH less than 5 as it might kill the arowanas instantly and the bio filter might shut down causing precipitate in the tank water. Just a suggestions from me. I change water 2-3 times per week.
Less Carotene will not really reduce the redness as this is more or less in the genes. We are toking about feeding nutritious food(a mixtures of diet) to the fish to keep her in tip top conditions(including water) and this will bring the best out of a red.
A red arowanas will turn red eventually(say 5-7 years) if the red genetic is there.
