How to tell if an RTG

Someone is trying to sell me a RTG, but it is 3 inches long. I am fairly new in what to look for to tell if an RTG. It does have a redish or orangish tale, but the body is sort of a tourquoise blue to green. Is this a RTG? Please help and tell me what to look for.
