Yes, Blackwater will lower the pH, bnut as you are raising the pH up over the time frame of 1-3 weeks. Your water will also inevitably become harder due to the corals. Therefore you need to soften the water in the process.
As for bringing down the pH, yes as stated earlier on black water does bring it down. But no further than 6.7.
